Ernest A. Marvin

Ernest A. Marvin, III brings more than 45 years of experience in engineering, technology, strategic planning, organizational leadership, business development, and innovation.

He retired from federal service in January 2016 following a distinguished career supporting the U.S. Navy and Department of Defense and continued his professional work as a Senior Lead Engineer and consultant with Booz Allen Hamilton and KMS Solutions.

Mr. Marvin began his federal career with the U.S. Army Corps of Engineers at the U.S. Military Academy at West Point before joining the Naval Undersea Warfare Center (NUWC) in 1982.

His early technical work included software and algorithm development, artificial intelligence, signal processing, beamforming, sonobuoy detection and localization, torpedo classification and countermeasures, and sea-test reconstruction.

As a Lead Software Engineer, he helped develop and install an early Active Emissions Detection System aboard U.S. Navy surface ships and expanded its capabilities to include automated emissions classification.

During his career, Mr. Marvin served as Chief Engineer and Program Manager for U.S. and U.K. torpedo defense initiatives and later as the U.S. Navy Program Manager for Defensive Systems, with responsibility for a portfolio exceeding $60 million.

He led major international technology development and at-sea testing programs and successfully managed the MSTRAP program from concept to Fleet introduction in approximately 12 months.

MSTRAP became the first Surface Ship Torpedo Defense system installed aboard an operational U.S. Navy ship and was subsequently installed as the first torpedo detection system aboard a U.K. surface ship.

Mr. Marvin was also at the forefront of emerging unmanned maritime technologies. He led engineering teams responsible for developing, testing, and demonstrating Unmanned Surface Vehicle (USV) capabilities and, in 2003, led the team that operationally deployed an early USV to the Persian Gulf aboard USS Gettysburg with the USS Enterprise Carrier Strike Group.

His subsequent USV work included mine warfare, intelligence, surveillance and reconnaissance, multi-vehicle control, torpedo launch, submarine escort, force protection, and operational deployments supporting U.S. Southern Command.

As Head of the Operational Systems Division within NUWC’s Sensors and SONAR Systems Department, Mr. Marvin led five branch managers and a workforce of more than 500 government and contractor personnel.

He was responsible for technical execution across more than 30 U.S. Navy programs, including systems engineering, logistics, training, in-service engineering, operational software, and Test & Evaluation supporting submarines, surface ships, surveillance systems, and unmanned platforms.

His leadership also extended to major organizational transformation. Mr. Marvin chaired an Organizational Architecture Working Group that integrated two NUWC technical departments into a single organization of more than 600 engineering, technical, and administrative personnel, improving integrated systems engineering while reducing total ownership costs.

From 2010 until his federal retirement, Mr. Marvin served as Director of Strategy and Special Projects, with responsibility for strategic planning, business development, organizational investment, and special initiatives.

He led strategy development and execution, enterprise-wide SWOT assessments, business growth initiatives, knowledge management, succession planning, workforce development, and leadership development.

His efforts helped foster a culture of business growth and internal investment that generated more than $100 million over a three-year period.

Mr. Marvin has authored or contributed to more than 70 technical and professional publications in areas including strategy, business development, platform self-defense, test and evaluation, torpedo defense, signal processing, training, warfighter performance, and technology.

He has presented at national and international conferences and has received numerous innovation, publication, achievement, and performance awards.

Among his career honors are the Superior Civilian Service Award, one of the U.S. Navy’s highest civilian honors, and the U.S. Navy Bow Dome Award recognizing his extensive contributions to Surface Undersea Warfare.

Mr. Marvin earned a Bachelor of Science in Computational Mathematics, with dual degrees in Computer Science and Applied Mathematics, from Rochester Institute of Technology and a Master’s degree in Computer and Information Science from the University of New Haven.

His executive education includes an MBA Certificate through Tulane University’s Freeman School of Business, an executive Leadership Certificate from the University of Notre Dame’s Mendoza College of Business, and other executive programs through Harvard University, MIT, and Northwestern University’s Kellogg School of Management.

He is certified as a Lean Six Sigma Champion and Green Belt and a Lean A3 Process Facilitator.

Today, Mr. Marvin brings this combination of technical expertise, strategic thinking, organizational leadership, innovation, and practical implementation experience to his consulting work, helping organizations develop strategy, strengthen operations, build leadership capacity, manage change, and translate complex challenges into actionable solutions.
